The best site for ballot measure analysis is Smart Voter's State Propositions Voter Guide. Compiled for San Mateo and Santa Clara County voters by Smart Valley, Inc., but this part can be used by all Californians. Site is organized by proposition and, in addition to the sites listed below, contains links to the Senate Office of Research (excellent source), local newspaper coverage, online discussion forums, and links to partisan sites.
