In
our Voters Service role, we present unbiased, nonpartisan information
about elections, the voting process, and issues on the ballot.
The Constitution of the State of California is the governing document that establishes and describes the duties, power, structure and function of the government of the state of California. Unlike most state constitutions, the California Constitution is quite long, due to many amendments that make specific requirements of law, rather than establish general principles. The constitution may be changed in three ways:
By far the most common method of change is by amendment. The legislature may place an amendment on the ballot by a two-thirds vote of the members of each house, or citizens may do so by the initiative process. A simple majority vote by the public is required for the amendment to take effect. |
